The shape of the letter came from proto-cannaanite alphabet, and represent an Head from profil. Resh, Ras in arabic, means Head, this is why the letter shape is R. The R meaning it's about a constraint, and in the Qabbala it means "to bend". So, we have the R in Rule, Order, in both semitic Amr or Rooh/Ruach. In latin language, he kept the semitic meaning as well, since the R is a prefix tool for retro-action meaning.
