I get the same error message 50% of the time, and need to keep trying. Sometimes it is a day before I am allowed to send. Also, the first time I sent it said it was blocked on my account, until I contacted Paypal customer service. Def better options for sending and receiving Bitcoin outside of Paypal. I had the same problem, but then I messaged Paypal. They told me that it is rolling out, and not available for all accounts. Funny enough, 2 days later the Send Bitcoin function opened on my Paypal app. 🙁

Give it time. Like the video said it might not be available in your area yet. I too had that problem but now I can send bitcoin in my area.
