There shall be a system to clearly Identify and exclude false charges with loose statements/allegations by vested parties at the time of FIR and to ensure law and justice is on the same side. There are many false charges included arbitrarily in FIR due to lack of legal knowledge or other obvious reasons at the cost of innocent accused who is the real victim ,Final juice may be at Hon`ble HC or Hon`ble SC stage after several years,

Yes, any issues b/w 2 countries can be mediated like what the USA usually does. But the major concern is both countries should agree for ADR, which usually countries don't agree with.
