As a senior systems accountant and IT consultant to global multinational organisations with over 30 years experience I can state categorically that you can not just let untutored people loose on a system without training no matter how cleaver they think that they are. Without training or guidance from existing systems users (because each system has its own protocols) the Muskrat's whiz kids would just be fumbling around in the dark. That would be extremely dangerous depending on their types of security permissions which they would also need to be given to access the system. They could do all sorts of damage and or potentially crash the system if they don't know what they are doing. Its not possible for a new user unfamiliar with a system just to effectively navigate their way around it without been given security permissions to access it and training or guidance about how to use it.
Well if they crash the system - that might slow them down for awhile.

Nearly $170 million in government grants has passed through a liberal dark money behemoth that houses numerous left-wing groups, including the Black Lives Matter Global Network Foundation.
The taxpayer-funded grants were disbursed to groups through the Tides Center, a San Francisco-based nonprofit incubator that wealthy liberal donors use to bankroll progressive causes. A number of radical left-wing groups have fallen under the auspices of the Tides Center, which acts as a "fiscal sponsor" to nonprofits by providing its 501(c)(3) tax and legal status. This arrangement lets the groups under its umbrella avoid registering with the IRS. Go Elon go, along with your genius nerds.
