Thrift Haul & Flip/ Summer V-Neck Halter Top

I am finally bringing you all a mini thrift haul and thrift flip. I transform a vintage mid length skirt into a summer backless, v-neck halter top. I bring you a step by step sewing and patter making tutorial (3:12). Such a fun DIY, you can upcycle something you already own or thrift into a summer top. I hope this tutorial is sew easy to follow!

5:45 Does anyone knows what she means with 3 16 of an inch and 5 8 of an inch? Are those fractions like 3/16 and 5/8? 🤔 I'm a bit confused because I'm not used to mesuare with inches
