Could be drunk or distracted. The fact that they continued to swerve even after nearly exiting the road makes me think drunk or intoxicated somehow but I’ve seen people on their phones exit the roadway, nearly get into a head on collision and just barely save it only to go right back to their phone. It’s unreal.
Could also be having a diabetic incident? I knew a man who circled the block of one-way streets around my cousin's house three times going the WRONG WAY before they could flag him down and stop him. He was actually trying to go to their house for their yard sale that I'd told him about... but he couldn't seem to stop himself. They could also be having short absence seizures or another health problem.
Odd thing was they seemed to not do it again for the rest of the distance until they turned off onto another road, I'd have expected a drunk or other ongoing medical issue to keep making mistakes on these winding roads

I would say drunk at the beginning after the swinging you see that he isn’t really good at keeping the line itself while accelerating
