It works, but I found a little bit difficulty launching File Explorer at the beginning, because the start menu also failed. Finally I launched it by win+x.

can you also make a similar tutorial on another problem that is almost the same? most of my shortcuts do not appear on the desktop along with the taskbar, i have tried restarting the computer and many processes along with creating new administrator profiles, none of them work except the profile one but i have already done that once and the problem has appeared again. their is also a flaw with the method i used, almost all my data is either lost or missing and that my another problem, which i think is related to the cache will appear. i have been living with this problem for almost a year and still it hasn't been fixed by microsoft.
Hmm.. sounds like your system is restarting this process rapidly. Can you right click on the process name and see if there is anything in properties or settings that implies a time of restart

this worked and fixed it but it only fixed it for 2 minutes. i tried again and it still stops working after 2 minutes.
