Indian citizens holding Non-Emigration Check Required (non-ECR or ECNR) passports will now to have to mandatorily register themselves online before travelling to 18 countries, on an employment visa, according to a new advisory issued by India’s Ministry of External Affairs (MEA).
The registration has to be completed on the portal, www.emigrate.gov.in, at least 24 hours before departure. Those who fail to register will not be allowed to travel to these 18 countries - Qatar, Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Saudi Arabia, Sudan, South Sudan, Syria, Thailand, the UAE and Yemen - for employment starting January 1, 2019, the MEA has said.
Off-loading of unregistered non-ECR emigrants at the airports would be effected by the appropriate authority after January 1, 2019,” the advisory continues, adding that there is no change in existing procedures for all other visa categories.
Some reports suggested that the new rule applies only to those Indians who are flying to these countries for the first time on an employment visa. Earlier, only holders of Emigration Check Required (ECR) passports were required to get prior approval before travelling to these 18 countries.

Is it applicable to those who are already working in these 18 notified countries? If yes,
how and when should they register?
Answer 2: No. Those already working overseas are not required to register while they are overseas .
However, if they come on vacation and are returning back, on the same employment they would need to register.
This is only required one time for a given employment duration.

“For emigrants having ECR passports and going to notified 17 country including Saudi Arabia they will be given electronic emigration clearance but if they have an ECNR then not applicable
Arif Khan what you are saying is true which is an existing procedure. The new requirement is that ECNR passport holders going to 18 ECR countries on employment visa needs to register atleast 24 hours before flight departure.

Ram Chandra வணக்கம். மற்ற நாடுகளுடன் ஒப்பிடும் போது இந்த 18 நாடுகளில் பிரச்சினை உள்ளது மற்றும் இந்த நாடுகளுக்கு வேலைக்கு செல்வோரின் எண்ணிக்கை மிக அதிகம். அதனால் தான் இந்த நாடுகளுக்கு செல்லும் ECR பாஸ்போர்ட் holders ku already clearance process அமுலில் உள்ளது.
ஆனால் இந்த புதிய கட்டுப்பாட்டை phase 1 என்று கூறி உள்ளார்கள். எனவே பொறுத்திருந்து தான் பார்க்கவேண்டும்.
