blue as colour for vestment isn't really authorised to all priests. It is historically allowed in places where it has or used to have Spanish influences. The Philippines still has this custom. But its usage is almost nonexistent in other regions.
Memorials can be a feast of a martyr saint, a deacon, priest, bishop or pope saint, men or women saints. So it can be white (saints who were not martyr) or red (saints who were martyr).
