Because it would be dangerous for the horse and Guard if the horse decides to bolt forward which sometimes happens.

The bloke with little boy in the blue padded jacked 2.30+ had an in depth conversation with the Guard and pointed to placeds on bridle etc and kept shaking his head as if he wasn't happy with responses from the Guard.

I think he was telling the child what not to do. ie don't touch the horse, don't touch the bridle etc. It looked like he was giving good advice to the child.
