Nothing like arresting parents of soldiers who you disrespected checking your watch while they're loved ones bodies are transferred.
Bidens son has video's with prostitutes, doing crack, and wielding a firearm and nothing happens. A father who lost his boy, who's boy sacrificed for his country get's charges immediately. If the rules of the House say that Congressional members can be arrested for heckling, so be it.
For guests or general public, there should be no arrest for yelling grievances as long as the individual doesn't threaten others or require complete shut down of the event. Citizens have the right to redress the government.

While I believe the US should have stayed in Afghanistan, the majority of Americans did not. it's a little ridiculous to assume military operations are supposed to be flawless and without casualties. This is political. Less than 20 soldiers lost their lives in Afghanistan under Biden which is about the number which were dying in Iraq each week under Bush and I bet these same hecklers were not concerned about the latter situation.
