I don't think Phase can afford her. I don't think even Cover could afford her. She's the largest indie vtuber, and runs an established business already. The agency would definitely restrict her activities, and I think she wouldn't want that, her fans wouldn't want that either.
Man i so wish Phase hags get millons and millions of subs. These girls are quality vtubers. I often find myself watching them more than any other Vtuber. Also, Clara is an absolute beast of a person. She may clown a lot but she has pure skill.
Out of every vtuber company, I really only watch Phase and VShojo - not even Hololive holds my attention just because I never really cared to watch any of their vtubers.

VShojo goes beyond that and acquires talents to manage, but those talents are for the most part independent and free to make their content as they see fit. Which is why Melly is still able to do her streams on the "other site" - this amount of freedom is why I enjoy VShojo so much. Phase OTOH may still own the rights to their talents' IPs, but Sakana treats them with respect and kindness so they don't feel like they're imprisoned in the company. Hololive under Yagoo follows pretty much the same approach, and I know idol corp rewrote their contracts recently with the help of Legal Mindset so they don't end up like Kurosanji.

phase connect has phase invaders which operates more like vshojo (where talents come with their existing ip, etc.), and they do collab with the main agency talents very often. their current roster is lumi, ember, dizzy, and jelly. what filian should do in either case is just finally invest in a 1.0 model based on her current one. that'd solve all her problems instantly, tho she'd have to learn to remember to swap models before running to public lobbies (and i don't have much faith in that).
