for mycelium not a good idea to use sweet potato the mix becomes too sugary and in some cases mycelium die. you can use table sugar but not recommended. for 500ml 250g of potatoes if using potato flakes 10g and dextrose 5g
My only issue is when I boil 250g of potato with 500ml of water, the water all evaporates before 20 minutes and I am left with burnt potato mush and no liquid. I adapted and boiled the potatoes in 1L of water. Then I follow the rest of the video (personally I also added 2g of Yeast Extract). Before I separate into flasks to autoclave I bring the total volume up to 1L.

Use agar instead of phytagel because phytagel is better in growing X-plant and develop plant roots. Fungus grows extremely well on the surface of Agar.
Couldn’t tell if you used dry dextrose or liquid. Other wise great video. I found it’s not such a exact scientific thing making agar . I found there are some things you can do and others you can’t when making it.
Dextrose is a simple sugar and is chemically identical to glucose. It is often used in baking products as a sweetener, and can be commonly found in items such as processed foods and corn syrup. You can use simple glucose too.

Please add 15 grams of Agar in 500 ml of liquid. This will give you a perfect combination.
can I use 13 psi pressure cooker and add more time?

No. You must do autoclave to get a contamination free media. Autoclave is also very important to assure your results.

It is a potato filtrate after boiling potato in water for around 30 minutes
Usually, PDA recipes have 200 g of sliced potatoes for 1 liter of water. Can you explain why you've put 250 grams of potatoes?
250 grams are more suitable for quick growth of fungi. Use 200 grams if the mycelial growth is vigorous.
Should chloramphenicol be added for fungi culture...?
Yes. I do it in my lab. This reduces the growth of bacteria. Could be extremely useful.

You should add lactic acid during the temperature was approximately 50°C before pouring the media in the plate.

No you cant because this media will be grow contamination, very quickly

The autoclave is not something you can skip.
Get yourself a pressure cooker if you want to work with agar.
This is the simplest way. You can also use SDA powder but autoclave is mandatory.
