I think that sort of background noise on any live recording is usually bar staff moving trays of glasses, or collecting glasses and bottles from tables. It adds to the ambience, for my money.

I'm guessing she didn't come forward while he was alive because he was an elder statesman entrenched in an insanely corrupt political power struggle and thus, had friends in high places that he could use to threaten her life.

The set up is very similar and in a round about way the punchline can mean the same thing if you are thinking "he's against the war and for the white troops." But, obviously we know he isn't thinking that. and that's still the opposite of hicks's bit. Anyways, I can understand why you brought it up. It could be kinda reminiscent of a Hicks joke, but it's not even close to being quote for quote.
