Thing I hate about PMAs are that the riders would always horn at you to get out of the way, be it a narrow sidewalk, a shopping center entrance area or the neighborhood shop walkway Food delivery riders will complain that the regulations would affect their rice bowl but if they hit someone, the person's rice bowl would be affected if they're unfit for their job.
Most of the people I saw riding PMA are not handicapped. Not only they are fast, they like to play loud music and very rude by expecting people to give them way on a pedestrian path. Now the huge devices can be seen in the train when obviously some are not handicapped people. The train is already very crowded during peak. Everyone in the train got to give way and space to people who are lazy to walk. WTH.
Thank god for Talking Point to cover this issue. This is getting a nuisance everyday because I'm stepping out of footpaths meant for walking for PMA riders who will begin honking non-stop before zooming past and sometimes making crude remarks. I've stepped onto the roads, I've stepped onto muddy grass patches. This deserves a total ban. And to start first, ban all food delivery riders from using PMA for food delivery. I also wanna add that NONE of any other countries food delivery services have had deliver partners using PMA for delivery - so don't use food delivery as an excuse that customers want our food fast, hence PMA is the reason to use them.
If Singapore can ban chewing gum, Singapore can ban PMA, which is not only a nuisance, it is an everyday hazard for hundreds of thousands of pedestrians, especially senior pedestrians. The new ruling should be end of 2024, not end of 2025. Thank you CNA Insider for highlighting the PMA issue.

Oh great, here come the carbrains. If at all, Singapore should allow more electric PMAs, especially at a time when gas prices have skyrocketed. Just require them to have licenses and speed limiters, just like what the EU does. Dedicated lanes alongside bikes would be great, like those sidewalks with dedicated bike lanes in Tampines, I guess.
I used to ride my road bike on pedestrian walk for 6 years. Cycling speed never more than 15 kmh on places without people. If there is pedestrian, drop to 5kmh to overtake pedestrian. IMO, speed limit for PMA should be less than 10 kmh at pedestrian walk.
We all grew up walking and taking bus to school. Nothing has changed over the decades. I used to wake up at 5:15am, shower, change and leave for school at 5:40am in order to reach at 6:30am to have my breakfast/ do last minute homework in 30mins. I do not see why her kids should be treated any different. Heck, just cycle to school if you wish to save money on transport. Healthy lifestyle. PMA should be reserved for disabled/ elderly who have trouble walking and at a speed of 6km/h (Still questionable since a regular healthy human only walks an average speed or 5km~/h). If they need a PMA, they definitely do not have to reflex to stop/avoid an accident going at 10km/h. Besides, 6km/h is way faster than whatever walking speed they have if they actually need a PMA.
As usual, the abled want convenience at the expense of the disabled. Just like lifts or handicap toilets. They just abuse it for convenience not for accessibility. 😢
@@Fightingchronicbattlesright?! At times it has become the norm for them that they see walking as abnormal. One of my acquaintance rides a PMD everywhere. I bumped into her at a plaza. She asked if i scooted over. I said i don't have a PMD/scooter. It's just a 5+minute walk. Her reaction "wah you walk so far?" Note; the distance from her house to that plaza was roughly the same distance as to my house. And she "couldn't" simply walk.

When you combine his hard of hearing and slower reaction time, it is quite a daunting act for him to react immediately to the fast PMAs coming from behind him when he's walking to the mrt
PMA should be banned, except for people who are certified to be unable to walk unaided for more than 10metres. This is what such devices were invented for, not for people who claim they "cannot walk long distances". Or as a car that can drive on footpaths to transport their families.
This is surely one of LTA's biggest mistake. Allowing PMAs with no real way to monitor and enforce is a recipe for disaster. LTA tends to adopt a very very lazy way of policy making by letting the wpeople to regulate themselves. Human beings will ALWAYS find loopholes, 30% will be law breakers and chaos/abuse will reign supreme when unchecked. Our roads and pathways have become horrendously unsafe, thanks to LTA. Now, the Law Ministry is so overwhelmed they are letting first offenders get away with less punishment.
Can’t lay all the blame on only the LTA. It was a multi-ministerial policy. I have heard ministers say it cost too much money to enforce policies that go hand in hand with social grants if we are too strict. Also, no agency wanted that work. One of the MPs was against opening the flood gates if I recall as he was unconvinced with the ability of riders to navigate safely. He felt there had to be control mechanisms and certification to have access. So, while the healthcare certification tightened up, the larger environment was still lax and these vehicles are very accessible to the able population and cheap to boot with no regulation and no COE to pay. Back then in discussion with my counterpart, I warned about irresponsible vendors who would bring these vehicles in for profit. The import checks have to be enforced and actively monitor sellers and service providers who soup up the devices. If they can soup up cars and motorbikes, what’s stopping them from doing the same to every other kind of devices? You need governance in place. Public safety is the only reason you need to setup enforcement.

PMAs are meant to be mobility aids, period. What other disputes could you have if you're an able bodied person? To the parent fetching your kids: There's nothing wrong with letting your kids take the bus, or having to wake up earlier - take the positive side of things that they can learn to control time on their own, take public transport, make conversations with other classmates while commuting, etc.
Or get this, let them cycle if they don't want to get on a crowded bus. Even if it's raining, i've seen students putting on raincoats to cycle to school.
Steve: Would e-bike work? Speeding Selfish Lady: The e-bike is not convenient actually, it's not safe for them (the kids). And it's dangerous to cycle on the road. So you try to keep your kids safe by endangering the other pavement users??? I've experienced at least 2 PMAs speeding (at least 20 km/h) on the pavement with 2 to 3 passengers on it around Pioneer area and no enforcer in this ulu area. They're basically abusing PMAs by endangering other pavement users.
It was a very difficult time to walk on the pavement when I had to pick my toddler boy from childcare. I had to carry him, take our bags, and have to move left and right to let bicycles passed me just cos they honked. So annoying. Abled bodied person should not be allowed to use the PMA at all.
our pedestrian sidewalks used to be really safe. Nowadays, however, I need to look behind me every now and then to avoid getting hit by speeding bicycles and PMAs.

This is actually the main difference between an MC and PMA. Problem is that PMA is slower, so they SPEED IT UP... Now they have an MC that can go on pathways.
Last time, before crossing the road we need to look left and right first. But nowadays, before you walk along a walkway, we also need to look left and right due to PMA and eBIKE
While alighting from a bus, must look left and right too. There are now Singapore Police posters telling the public to "Look out for oncoming bicycles/PMDs before you alight from the bus"
Either PMA should be banned on footpaths, or limited to max 4km/h. There's a reason why it's called a FOOTpath and not a WHEELpath or ROAD. Footpaths or sidewalks are for walking not driving. Walking pedestrians should feel safe and not having to be worried about a VEHICLE (be it PMA or bicycles) hitting them just because they want to overtake the pedestrian. Those PMA users who are body-abled complaining about their lifestyle being affected without being able to use PMA should get a checkup on their minds. Bicycles are more tolerable because they are not motorized, which means there is less impact if they were to hit anything. I've seen too many machines tearing frail humans apart easily without much resistance.
The excuse is stupid. They are clearly overweight and can lose weight by walking. But no, they feel scared in the road. But then risk scaring pedestrians on pathways. What rubbish. You put yourself at risk. Not others.
Just from watching this video, it seems that enforcement hasnt been executed well and people are taking the chance to try the law. Don't see the point of changing regulations if they arent enforced properly. It wouldnt improve pedestrian safety against those users who are intentionally avoiding the regulations.
I think it is called socialization. It is useuful to introduce the law, bring awareness to the public so at the end of 2025, there will be no "I don't know that it is a law" situation. If you introduce a rule suddenly, it is assured that a lot of people will be caught which... is not the objective. The objective of the law is to regulate instead of catching and fining citizens.
In my neighbourhood, I tend to give way to oncoming PMA. And usually those that are on the same direction (as me walking) don’t even bother to horn. Same go to those on e-bikes and bicycles. I accept that the pathway is meant for sharing of all users but the problem is no much consideration is shown. Those on the “equipments” tend to feel that they’ve the right more than the human beings who walk.

All motor vehicles on the road require license, annual inspections and 3rd party insurance. Then you let PMA loose without requiring any of the above. What do you think is going to happen?
Problem is those that use PMA for lazy reasons, they will be permanently disable in no time as their un-exercised legs lost the essential muscles. This is especially true to elderly and heavy weight(big size?) individuals who have the ability to walk but feel too lazy to do so. They are adding problems to their still able legs, back and waist by getting lesser to no exercise.
Singapore has many injured their legs (bone/joints) during army national service. Not all are able to even afford a pmd. I prefer use such resources to build more cycle/pma friendly path. Before enforcement/laws, the gov should solve those having foot problem, including like cycling(weight on bike, not on foot in every steps), not swept it under carpet for those rich Enough to grab a car everytime they go out . Therefore isn't it's gov responsibility to made non -foot path for those having foot problem, not ban totally°.......or are these Singaporean only to be confined in home. Btw , not everyone can afford a pma. ° note! - most bike speakers that are pro banning and stuff , mostly are in expensive gears , bikes (few thousands!). With videos cycling in exotic non- traffic heavy, greenly countryside path. Usually not even a traffic lights to need "push" in every 1 min (or less) of cycling.
It's becoming increasingly challenging for pedestrians to share pathways with cyclists and PMAs. The constant ringing of bicycle bells and the fast-moving PMA can feel intimidating and disrupt the flow for those walking.
Cyclist should not be allowed on pedestrian pavement. Especially they cannot be riding in front of a bus stop. Twice I was nearly knocked down when I got up to flag a bus looking in the direction of the incoming bus and a bicycle came to a screeching break just centimeters behind me!

Cycle (for zero co²) only within town. 2) car park freed for vegetable/food glowth that Singaporean needs. That's no carparks within town. 3) existing within town roads reserved for goods/public transportation, pma and cyclist only. 4) shared pma (like bicycle) at mrt. 5) so foot path will be free for foot-goer's.
Cisco and Auxiliary police are just wayang, there is no strict protocol and most are there for deter present only. They should have quota system, where they will have bonus for every ticket they issues.
With physical health problems, I have a Class 1 label from SG Enable yet I’ve had normal abled people who’ll parked their cars in disabled parking lot when they can walk. Once, I questioned a father why he parked in the lot without label yet I needed the lot, his reply was, “you wait here, I send my son for his tuition class first!” I asked him, “so I’m supposed to wait for you to send your son for tuition first then come back to move your car before I can park?” He just walked away with his son. Problem is, even with photo sent to One Service, they require that I call parking wardens to come and give the summon. By the time they come by, if they do at all, the car has been moved. Why can’t phony photos with meta be proof for a fine to these inconsiderate people? On the issue of PMA or PMD, I’d had them honking at me when I was in my powered wheelchair traveling at maximum of 6km/h and given me the “finger” when they managed to overtake me when there were lesser pedestrians

When she break the rules (having more than 1 on a PMA), still got the cheek to say others speeding. Speed test also show the braking distance. it comes down to the same.
Omg! I hate to be rude but I hate more to see parents with zero common sense putting their children at risk. I am calling a spade a spade: The mother is a fine example of a bad parent. . No matter how careful she is, some things are just beyond her control. A child could suddenly run into her path, causing her to brake… or not, and with no seat belt and helmet, her own children be flying off the device and be injured seriously. Some accidents can be avoided if only people start using their brains. For the sake of your kids, woman, get off your ass and walk.
There should be a law restricting the purchase and use of PMA by medically certified persons ONLY. If we get rid of bicycles on the road 50 years ago, why can’t we do now? No point just talking to the perpetrators, impose hefty fines and jail terms.
Not sure why they had the Mobot guy talk about the PMA rules when I remember some time back, Mobot was itself running video ads highlighting how it could be used as a effective "car" for able bodied people to e.g. buy groceries. Such promotional activities targetting able-bodied use are a very part of the problem!
Maybe that was before PMA riders caused too many problems for society. Like you said yourself, it was different some time ago. But now there are too many irresponsible PMA riders, and most of them are able-bodied and don't have any medical issues.
I once got hit by a PMA under the voiddeck who was clearly speeding around the corner. Not only was I told to pay for the damages to his scooter, he can even pull out LTA law and say that he can file lawsuit 😂
I think a crack down on any PMA over 10km/h will surely put many Grab riders out of action.. which may not be a bad thing.. and parents using PMA to send kids to school should be fined also.
Had been working in China for the last 20 years. Lately, walking and driving in big cities is a nightmare because of PMA. Lately had been to Japan and walking or driving is so safe. Realize there is less or no PMA. Most Japanese walk and use public transportation big time. Good for health too. Singapore should just ban PMA - it's good for the majority of Singaporeans.
@seanseah333 yes, therefore let public transportation vehicle only in town, convert all remaining road for Mobile device is the best solution: delivery pma pmd (all hardly inter town travel, mostly in town travel only). won't go alway (there's a need). Free up foot path for those wanted only for themselves.

Maybe only motorised wheelchairs should be allowed for general sale. And have motorised scooters leased out by delivery companies to delivery staff. With so many PMAs around and riders flouting the rules, it's a terrible nuisance. Would hate to see the day Singapore becomes like America, with a whole lot of ultra obese people riding them everywhere.
This happened last year. I was cycling on the footpath and slowed down to make a right turn, only to see a PMA rider speeding towards me. I had no choice but to veer to the right and knocked into something, suffering lacerations on my left calf. The rider did not even bother to slow down or look back. I wanted to scream at him but decided it was not worth the effort. I can see why these things can be convenient, but when people do not use these things properly, accidents are bound to happen.
Pedestrians have no rights on the walkways. Cyclists come from behind and shout or bells you to move. Then comes PMAs the come speeding behind you honking. As a Pedestrian I have no place to walk freely.
This has been going on for a long while, super irritating, seems like the authority is not looking into this that is affecting ordinary people who sue the footpaths. Such PMAs are meant to aid people with mobility issue but in Singapore, most are abusing the use to cater for delivery service such as grabfood etc.
I think there are no excuses for able bodied users to really use PMAs. If able bodied food delivery people aren't happy about the new rule then it is better they quit and find themselves a proper job.

Pathway is supposed for people to walk but not for electric mobility. Everyday walking along the path is like life threatening and risky, worrying any speedy electric mobility will hit me. Almost every week will encounter two to three times of nearly get hit by these speedy electric mobility. Government must do something to stop these proliferation of misuse and speedy electric mobility device!
Let’s get priority straight, pedestrians will always have priority on sidewalks and walk ways, period… if LTA or authorities cannot understand or make this into law, accidents will happen and it will be he say she say they say… regardless of what pedestrians will always come off worse, hence protect pedestrians with proper law and that will create a situation where such riders will face consequences.

No one jogs nor briskwalk in my esttate anymore... it became a "walk risk" everytime i tried to walk 10 mins to the nearby central and ndecided its safer to take the feeder bus. EVERYDAY able bodied selfish lazing beings using the electronic vehicles who felt safer to drive on pathways hurting pedastrains rather than being hurt themselves. I've been hurt thrice myself while the riders simply sped away! Can we sue them for reckless driving??? Many had abused the system they should be fined and sued each time. Youngsters are taught the lazy way out, no need to walk. So much for healthy living!
In Indonesia, PMA above certain speed (idk, maybe about 10 km/h) is classified as electric motorbikes and should be registered to Motor Administration Office and wear number plates. I think the problem is so prevalent in SG due to people trying to have a vehicle but circumvent COE regulations.

I'm sorry, but the mom needs to suck it up and just get with what everyone else is doing. Riding the bus or driving a LEGAL vehicle on the ROAD She is trying to use excuses to justify her illegal use. Regardless of how unfair it is for her. What about all the other mom's. I'm pretty sure it's unfair she can do illegal things like that The gentleman should just stop trying to use delivery services as a full-time job. It isn't a real job because if it was, they would give you real benefits like paid time off, etc. Or healthcare coverage and retirement planning There is no excuse or real exceptions. Use a bicycle. For the mom, she can use kid attachments if she wants. However, I assume her kids are so far away from her home for a reason. That's why they offer a bus. Duh!
This PMAs are getting out of hand in Singapore. They’re a public nuisance and must be banned. These riders are just plain lazy. It’s bad enough to cope with the increased in bicycles everywhere especially pedestrian walkways. These PMAs are worse. Inside trains, supermarkets, coffee shops. This privilege should only be given to handicapped people and restricted to motorized wheelchair exclusively. The government must do something about this!
Firstly, Personal Mobility Devices (and PMA) are designed for individuals who may require assistance, such as those using wheelchairs, which typically do not travel at a consistent speed of 6 km/h. Secondly, an average adult is unlikely to maintain a walking speed of 6 km/h for extended periods; thus, it raises questions about why the relevant authorities allow PMD (and PMA) to exceed this speed limit. This suggests that the authorities may not be putting sufficient effort into their regulatory responsibilities. Lastly, the high speeds of PMD and bicycle riders etc in HDB void decks create significant blind spots, posing safety risks. Notably, Japan faces an aging population yet has minimal PMA usage, offering a potential example for consideration. (P.s From the very beginning, putting 2 primary 6 students together can do a better planning)
Speeding or not, PMDs are not for able-bodied persons, and definitely not for doing food delivery. I feel that the government is rather “half-hearted” in clamping down on illegal use of PMDs. We need tighter rules to protect the public.
The problem at the end of the day is the lack of proper infrastructure to accommodate these vehicles and bad users that is potentially ruining for other proper users.
A few weeks ago, I was outside a HDB mart standing by the shelves displayed on the pathway when a PMA rammed into my legs. It was an old uncle who unapologetically tried to ride away after I got shocked and stepped aside. I told him Uncle if you want me to move, say excuse me or horn. He told me to use my eyes to see, and I told him my eyes are looking to the front, not to the side at you. Even so, is that a reason to purposefully hurt me? He then sped away. Maybe he realised I was pregnant. The mart owner told me to forget it, and that this is considered nice of him as he is always finding trouble in the neighbourhood. Last week, my mum and I were in a Fraser shopping mall when a PMA zoomed past her and hit her arm. It was a wide pathway and contact could’ve been avoided. Are PMAs allowed in shopping malls now? I guess it’s the entitled mindset that cause these incidents that could have all be avoided.
It’s sad that people are reducing their muscle building walking excercise and resorting to comfort travel methods which will degrade health in the long run
I believe I’m not the only one feeling extremely frustrated by the situation. I hate seeing PMAs (Personal Mobility Aids) or electric bikes speeding on pedestrian pathways. Most of these pathways are narrow, and even when there is a slightly wider path, there is no separate cycling lane. These electric bikes or PMAs often take advantage of this, speeding along pedestrian walkways, which increases the risk of accidents. This is clearly a serious issue, and I think the government or the LTA (Land Transport Authority) needs to take action before things get worse. The LTA should increase their presence in areas outside the city, such as Jurong, Woodlands, and Punggol, not only during the day but also at night. I live in Punggol, and I rarely see traffic police or LTA officers conducting checks in this area. Also, regarding the new rules coming into effect at the end of 2025- isn’t that too long to wait?
Changes needed to be made 1. Reduce the speed limit of PMA to 3 km/h 2. Only the disabled and senior citizens are allowed to purchase PMAs 3. Making illegally own PMA or own an illegally modified PMA a criminal offence that punishable with a jail term up to 2 years and a fine of SG$10000. 4. Build more bicycle lanes. Cyclists must use bicycle lane whenever is available. If not available, cyclists must keep left of the road at all times. 5. Cyclists may use zebra crossing but must dismount while crossing the road. 6. Allow full sized bicycles to be brought on board MRT trains during weekday off-peak hours, weekends and public holidays.
I'm a cyclist. I share my dislike of PMAs with glaring lights and high speed, but there are some points which is not feasible. 1. Have you tried walking at 3km/h? you're probably blocking the way of other pedestrians too. And bear in mind the rules will apply to cyclists, try cycling at 3km/hr before deciding on a speed based on the numbers. 5. I agree that cyclists at zebra crossing need to take extra care. Personally i'll slow down to even a stop to make sure the cars give way before I go ahead. I've stopped at zebra crossings before when up to 3 cars passed without giving way. and have encountered crossing at walking speed where a car sped through at the second lane even while another stopped at the first lane. So cyclists, please be extra careful. Drivers don't look out. 6. It's hard enough to get a foldable on board during off peak. Not to mention weekends. So forget about full sized bikes.
@@rainingdogs 1. Ban bikes on pedestrian path then. As I said on point 4 that bikes must only use bike lanes or keep left of the road when bike lanes are not available. Also 3 km/h walking speed is normal for senior citizens. 5. Sure crossing roads are quite dangerous, but it's the driver obligation to pay attention on the road and look out for any dangers ahead. 6. Why not? Many European countries already allow passengers to bring full sized bikes on board during off-peak hours. Even London Underground allows full sized bicycles outside of deep tube sections during off peak.
My mom , a regular PMA user, with 170lb and knee pain has to use PMA (which had the smallest form factor) everyday but she never speeds faster than a normal jogger speed. So, 5/6 km/hr is genuinely sufficient for those disabled persons. Still she has to be careful and keep aside as much as possible to avoid the top speed grab riders. So, in conclusion, if PMA speed are limited to 6km, I’m pretty sure those speeder will no longer use PMAs, which is a good move for regulation, and also, no back seat. Speed and seats are things that people can easily misuse and should be removed.
I’ve not seen that many PMA’s in any other city except S’pore!! It’s mainly food delivery riders are the main culprits for riding too fast on pedestrian walks. I’ve had to jump aside to make way for the PMAs so as not to get run over 😬
I asked a police officer in my US city about laws regarding scooters and e bikes on sidewalks. He said the laws had not caught up with the technology and these dangerous vehicles were permitted to share sidewalks with pedestrians.
It’s hard to monitor and control on where PMA, PMD, E-bikes ride on. With limited ‘monitoring’, it be hard to tackle the issue. Pathways are build for pedestrians. Gov will need to widen it if need to accommodate PMAs. And to have a better PCN path connections for PMDs and e-bikes.
Rules without strict enforcement will not change anything!. Presently, those abled body on PMDs and PMAs already can speed away from the Enforcement Officers, creating a new set of safety issues on the other end, what makes the Committee so confident that new set of rules and structure will solve the problems? The best is severe punishment on those who speed, to act as deterrance for potential offenders. Just, come to Serangoon Central and Bartley Villas, many PMDs and PMAs are driving at high speed, esp. during evening time. In the morning, a few even use PMAs to send children to school. I am surprised that the school's Security staff actually allowed the illegal transport to enter the school. MOBOT should also not sell their mobility vehicle in the Shopping Mall. The best is to ban PMDs, PMAs and E-bike. They are subjecting the pedestrian to daily stress and saftety concern. For PMAs, it should only be sold by Medical shops in the Hospitals with strict legislation and medical certification. PMAs should never be used for delivery function also, because delivery people tend to speed in order to earn more, unless there is a lock to limit the speed to 6km/hr.
Hi im a grabfood delivery rider myself but im using bicycle .. From my opinion, im okay if the disabled people or those who have medical issue using a pma because i know some of them they really have medical problems.. But i dont agree to those who is healty and no medical problem and using PMA. And i hope by next year, the relevant authorities will do something about those healthy people out there using Pma.

Benefits still for those rich enough to grab food. I prefer use such resources to build more cycle/pma friendly path. If everyone can accept their food delivery to be slower, I think a Singapore without PMAs (for non-disabled) is possible. That means these companies cannot punish deliverypersons and should provide ample delivery time for them to be paid.

I wonder does the food delivery platform had speed limit on their delivery. if yes, that will be good. Eg. distance from food to order 3km, takes 30mins. even if the rider ride an illegal PMA, the time will still be 30mins, buyer will only be prompt food arriving in 5-10mins. even rider ride fast, had to wait for the time. rider cannot communicate with buyer til the last 5-10mins. the platform should also check for their cert to allow their account to select PMA and restrict the speed of delivery.
You also have to consider, those who get these PMAs will almost completely stop any cardio, which will cause long term health issues, especially so for those who a.ready have some issues
As a foreigner who regularly visits SIN I am dumbfounded. Only 10% of the population own a car. Yet all pedestrian, cyclists, escooters etc. have to share a tiny sidewalk while cars drive on 6-lane stroads. Why?

Thank you for covering this topic. We need to enforce stricter laws on the purchase of PMA and license for designated vendors who can import and selling PMA. Gave each PMA a license. Make use of speed camera, capture those speeding PMA. Not only that, enforce mandatory training session on PMA riding. Educate the riders. Instead of seniors, most often I’ve seen it heavily misused by youngsters and a lot of Grab/Foodpanda delivery people. Come to CCK Central see how they use the PMA over the speed limit and drive recklessly.
The PMA nuisance is one of the many ills that sprouted from the disastrous implementation of the car lite fantasy under the 4G. I will remember it at the ballot box.
like it or not, the group of people abusing PMA usage typically comes from lower SES families who cannot afford cars or motorcycles. it's a low cost mode of transport that has unfortunately spiralled out of control and the present government is unlikely to clamp on hard on such errant riders because it represents a large majority of the votes.
I was knocked off my bicycle in void deck by an elderly on PMD. I suffered some cuts and bruises. The elderly offered to pay for damages and injuries. I'm a middle aged guy thus was worried that I may be caught on video for "bullying" the elderly. I decided to just brush off the incident. But as a cyclist who always ring my bell whenever I'm near pedestrians, I was even shouted at by some pedestrians. People should show more respect to cyclists who are mindful of safety.

Thank you for your concern. Due to frequent injuries from riding bicycle, I was pretty sure that those injuries due to PMA collision were superficial. Since the incident happened beside the ground floor lift landing, I was really fearful of being "Stomp" online since I didn't have any sever injuries.
Just on 23/11/24, my dad came home fully soaked despite he is using umbrella because a pma uncle just drove pass him at more than 6km/hour. The water splash up towards my dad shirt. Just grateful my dad didn't fall or injured himself.
I absolutely abhor PMAs zooming on pedestrian paths ridden by young and obviously healthy people. Just ban the bloody things before the pedestrian walkways get clogged by these pests.
As a pedestrian, I hate all these PMA riders and even cyclists. They behave like they own the pathway when the pathway is already so small and restricted. I sometimes fear for my life just commuting on foot to my destination.

Most of the people I saw riding PMA are not handicapped. Not only they are fast, they like to play loud music and very rude by expecting people to give them way on a pedestrian path. Now the huge devices can be seen in the train when obviously some are not handicapped people. The train is already very crowded during peak. Everyone in the train got to give way and space to people who are lazy to walk. WTH.

This is getting a nuisance everyday because I'm stepping out of footpaths meant for walking for PMA riders who will begin honking non-stop before zooming past and sometimes making crude remarks. I've stepped onto the roads, I've stepped onto muddy grass patches. This deserves a total ban. And to start first, ban all food delivery riders from using PMA for food delivery. I also wanna add that NONE of any other countries food delivery services have had deliver partners using PMA for delivery - so don't use food delivery as an excuse that customers want our food fast, hence PMA is the reason to use them.

I used to ride my road bike on pedestrian walk for 6 years. Cycling speed never more than 15 kmh on places without people. If there is pedestrian, drop to 5kmh to overtake pedestrian. IMO, speed limit for PMA should be less than 10 kmh at pedestrian walk.

I used to wake up at 5:15am, shower, change and leave for school at 5:40am in order to reach at 6:30am to have my breakfast/ do last minute homework in 30mins. PMA should be reserved for disabled/ elderly who have trouble walking and at a speed of 6km/h (Still questionable since a regular healthy human only walks an average speed or 5km~/h).
If they need a PMA, they definitely do not have to reflex to stop/avoid an accident going at 10km/h. Besides, 6km/h is way faster than whatever walking speed they have if they actually need a PMA.

One of my acquaintance rides a PMD everywhere. I bumped into her at a plaza. She asked if i scooted over. I said i don't have a PMD/scooter. It's just a 5+minute walk. Her reaction "wah you walk so far?"
Note; the distance from her house to that plaza was roughly the same distance as to my house. And she "couldn't" simply walk.

This is surely one of LTA's biggest mistake. Allowing PMAs with no real way to monitor and enforce is a recipe for disaster. LTA tends to adopt a very very lazy way of policy making by letting the wpeople to regulate themselves. Human beings will ALWAYS find loopholes, 30% will be law breakers and chaos/abuse will reign supreme when unchecked. Our roads and pathways have become horrendously unsafe, thanks to LTA. Now, the Law Ministry is so overwhelmed they are letting first offenders get away with less punishment.
Can’t lay all the blame on only the LTA. It was a multi-ministerial policy. I have heard ministers say it cost too much money to enforce policies that go hand in hand with social grants if we are too strict. Also, no agency wanted that work. One of the MPs was against opening the flood gates if I recall as he was unconvinced with the ability of riders to navigate safely. He felt there had to be control mechanisms and certification to have access. So, while the healthcare certification tightened up, the larger environment was still lax and these vehicles are very accessible to the able population and cheap to boot with no regulation and no COE to pay. Back then in discussion with my counterpart, I warned about irresponsible vendors who would bring these vehicles in for profit. The import checks have to be enforced and actively monitor sellers and service providers who soup up the devices. If they can soup up cars and motorbikes, what’s stopping them from doing the same to every other kind of devices? You need governance in place. Public safety is the only reason you need to setup enforcement.

I've experienced at least 2 PMAs speeding (at least 20 km/h) on the pavement with 2 to 3 passengers on it around Pioneer area and no enforcer in this ulu area. They're basically abusing PMAs by endangering other pavement users.

It was a very difficult time to walk on the pavement when I had to pick my toddler boy from childcare. I had to carry him, take our bags, and have to move left and right to let bicycles passed me just cos they honked. So annoying. Abled bodied person should not be allowed to use the PMA at all.

This is actually the main difference between an MC and PMA.
Problem is that PMA is slower, so they SPEED IT UP... Now they have an MC that can go on pathways.
Last time, before crossing the road we need to look left and right first. But nowadays, before you walk along a walkway, we also need to look left and right due to PMA and eBIKE
While alighting from a bus, must look left and right too.

Either PMA should be banned on footpaths, or limited to max 4km/h. There's a reason why it's called a FOOTpath and not a WHEELpath or ROAD. Footpaths or sidewalks are for walking not driving. Walking pedestrians should feel safe and not having to be worried about a VEHICLE (be it PMA or bicycles) hitting them just because they want to overtake the pedestrian.
Those PMA users who are body-abled complaining about their lifestyle being affected without being able to use PMA should get a checkup on their minds. Bicycles are more tolerable because they are not motorized, which means there is less impact if they were to hit anything. I've seen too many machines tearing frail humans apart easily without much resistance.

Just from watching this video, it seems that enforcement hasnt been executed well and people are taking the chance to try the law. Don't see the point of changing regulations if they arent enforced properly. It wouldnt improve pedestrian safety against those users who are intentionally avoiding the regulations.

In my neighbourhood, I tend to give way to oncoming PMA. And usually those that are on the same direction (as me walking) don’t even bother to horn. Same go to those on e-bikes and bicycles. I accept that the pathway is meant for sharing of all users but the problem is no much consideration is shown. Those on the “equipments” tend to feel that they’ve the right more than the human beings who walk.

All motor vehicles on the road require license, annual inspections and 3rd party insurance. Then you let PMA loose without requiring any of the above. What do you think is going to happen?
Problem is those that use PMA for lazy reasons, they will be permanently disable in no time as their un-exercised legs lost the essential muscles. This is especially true to elderly and heavy weight(big size?) individuals who have the ability to walk but feel too lazy to do so. They are adding problems to their still able legs, back and waist by getting lesser to no exercise.
Singapore has many injured their legs (bone/joints) during army national service. Not all are able to even afford a pmd.

It's becoming increasingly challenging for pedestrians to share pathways with cyclists and PMAs. The constant ringing of bicycle bells and the fast-moving PMA can feel intimidating and disrupt the flow for those walking.

I have a better suggestion......ban all vehicles within town!
1) car park rebuild in rim of town. Cycle (for zero co²) only within town.
2) car park freed for vegetable/food glowth that Singaporean needs. That's no carparks within town.
3) existing within town roads reserved for goods/public transportation, pma and cyclist only.
4) shared pma (like bicycle) at mrt.
5) so foot path will be free for foot-goer's.
Get 3rd party contractors to summon (since there is manpower shortage).. when there is no enforcement, there is no fear of laws.

With physical health problems, I have a Class 1 label from SG Enable yet I’ve had normal abled people who’ll parked their cars in disabled parking lot when they can walk. Once, I questioned a father why he parked in the lot without label yet I needed the lot, his reply was, “you wait here, I send my son for his tuition class first!” I asked him, “so I’m supposed to wait for you to send your son for tuition first then come back to move your car before I can park?” He just walked away with his son. Problem is, even with photo sent to One Service, they require that I call parking wardens to come and give the summon. By the time they come by, if they do at all, the car has been moved. Why can’t phony photos with meta be proof for a fine to these inconsiderate people?
On the issue of PMA or PMD, I’d had them honking at me when I was in my powered wheelchair traveling at maximum of 6km/h and given me the “finger” when they managed to overtake me when there were lesser pedestrians

No matter how careful she is, some things are just beyond her control. Not sure why they had the Mobot guy talk about the PMA rules when I remember some time back, Mobot was itself running video ads highlighting how it could be used as a effective "car" for able bodied people to e.g. buy groceries. Such promotional activities targetting able-bodied use are a very part of the problem!

Had been working in China for the last 20 years. Lately, walking and driving in big cities is a nightmare because of PMA. Lately had been to Japan and walking or driving is so safe. Realize there is less or no PMA. Most Japanese walk and use public transportation big time. Good for health too. Singapore should just ban PMA - it's good for the majority of Singaporeans.

This happened last year. I was cycling on the footpath and slowed down to make a right turn, only to see a PMA rider speeding towards me. I had no choice but to veer to the right and knocked into something, suffering lacerations on my left calf. The rider did not even bother to slow down or look back. I wanted to scream at him but decided it was not worth the effort. I can see why these things can be convenient, but when people do not use these things properly, accidents are bound to happen.
the real hazards are those PMAs that are modified to go over the speed limit
Pedestrians have no rights on the walkways. Cyclists come from behind and shout or bells you to move. Then comes PMAs the come speeding behind you honking. As a Pedestrian I have no place to walk freely.
This has been going on for a long while, super irritating, seems like the authority is not looking into this that is affecting ordinary people who sue the footpaths. Such PMAs are meant to aid people with mobility issue but in Singapore, most are abusing the use to cater for delivery service such as grabfood etc.
I think there are no excuses for able bodied users to really use PMAs. If able bodied food delivery people aren't happy about the new rule then it is better they quit and find themselves a proper job.

Pathway is supposed for people to walk but not for electric mobility. Everyday walking along the path is like life threatening and risky, worrying any speedy electric mobility will hit me. Almost every week will encounter two to three times of nearly get hit by these speedy electric mobility. Government must do something to stop these proliferation of misuse and speedy electric mobility device!

No one jogs nor briskwalk in my esttate anymore... it became a "walk risk" everytime i tried to walk 10 mins to the nearby central and ndecided its safer to take the feeder bus. EVERYDAY able bodied selfish lazing beings using the electronic vehicles who felt safer to drive on pathways hurting pedastrains rather than being hurt themselves. I've been hurt thrice myself while the riders simply sped away! Can we sue them for reckless driving??? Many had abused the system they should be fined and sued each time. Youngsters are taught the lazy way out, no need to walk. So much for healthy living!
In Indonesia, PMA above certain speed (idk, maybe about 10 km/h) is classified as electric motorbikes and should be registered to Motor Administration Office and wear number plates.

The gentleman should just stop trying to use delivery services as a full-time job. It isn't a real job because if it was, they would give you real benefits like paid time off, etc. Or healthcare coverage and retirement planning
There is no excuse or real exceptions. The gentleman at the end explained it perfectly. There is no infrastructure to handle this type of transportation.
If you want to do any of that, then do what most of the world is doing. Use a bicycle. For the mom, she can use kid attachments if she wants. However, I assume her kids are so far away from her home for a reason. That's why they offer a bus. Duh!

This PMAs are getting out of hand in Singapore. They’re a public nuisance and must be banned. These riders are just plain lazy. It’s bad enough to cope with the increased in bicycles everywhere especially pedestrian walkways. These PMAs are worse. Inside trains, supermarkets, coffee shops. This privilege should only be given to handicapped people and restricted to motorized wheelchair exclusively. The government must do something about this!

Secondly, an average adult is unlikely to maintain a walking speed of 6 km/h for extended periods; thus, it raises questions about why the relevant authorities allow PMD (and PMA) to exceed this speed limit. This suggests that the authorities may not be putting sufficient effort into their regulatory responsibilities. Lastly, the high speeds of PMD and bicycle riders etc in HDB void decks create significant blind spots, posing safety risks. Notably, Japan faces an aging population yet has minimal PMA usage, offering a potential example for consideration. (P.s From the very beginning, putting 2 primary 6 students together can do a better planning)
Speeding or not, PMDs are not for able-bodied persons, and definitely not for doing food delivery. I feel that the government is rather “half-hearted” in clamping down on illegal use of PMDs. We need tighter rules to protect the public.
The problem at the end of the day is the lack of proper infrastructure to accommodate these vehicles and bad users that is potentially ruining for other proper users.
A few weeks ago, I was outside a HDB mart standing by the shelves displayed on the pathway when a PMA rammed into my legs. It was an old uncle who unapologetically tried to ride away after I got shocked and stepped aside. I told him Uncle if you want me to move, say excuse me or horn. He told me to use my eyes to see, and I told him my eyes are looking to the front, not to the side at you. Even so, is that a reason to purposefully hurt me? He then sped away. Maybe he realised I was pregnant. The mart owner told me to forget it, and that this is considered nice of him as he is always finding trouble in the neighbourhood.
Last week, my mum and I were in a Fraser shopping mall when a PMA zoomed past her and hit her arm. It was a wide pathway and contact could’ve been avoided. Are PMAs allowed in shopping malls now? I guess it’s the entitled mindset that cause these incidents that could have all be avoided.
It’s sad that people are reducing their muscle building walking excercise and resorting to comfort travel methods which will degrade health in the long run
I believe I’m not the only one feeling extremely frustrated by the situation. I hate seeing PMAs (Personal Mobility Aids) or electric bikes speeding on pedestrian pathways. Most of these pathways are narrow, and even when there is a slightly wider path, there is no separate cycling lane. These electric bikes or PMAs often take advantage of this, speeding along pedestrian walkways, which increases the risk of accidents.
This is clearly a serious issue, and I think the government or the LTA (Land Transport Authority) needs to take action before things get worse. The LTA should increase their presence in areas outside the city, such as Jurong, Woodlands, and Punggol, not only during the day but also at night. I live in Punggol, and I rarely see traffic police or LTA officers conducting checks in this area.
Also, regarding the new rules coming into effect at the end of 2025- isn’t that too long to wait?
Changes needed to be made
1. Reduce the speed limit of PMA to 3 km/h
2. Only the disabled and senior citizens are allowed to purchase PMAs
3. Making illegally own PMA or own an illegally modified PMA a criminal offence that punishable with a jail term up to 2 years and a fine of SG$10000.
4. Build more bicycle lanes. Cyclists must use bicycle lane whenever is available. If not available, cyclists must keep left of the road at all times.
5. Cyclists may use zebra crossing but must dismount while crossing the road.
6. Allow full sized bicycles to be brought on board MRT trains during weekday off-peak hours, weekends and public holidays.
For your point 5, isn't that what they are already supposed to do?
I'm a cyclist. I share my dislike of PMAs with glaring lights and high speed, but there are some points which is not feasible.
1. Have you tried walking at 3km/h? you're probably blocking the way of other pedestrians too. And bear in mind the rules will apply to cyclists, try cycling at 3km/hr before deciding on a speed based on the numbers.
5. I agree that cyclists at zebra crossing need to take extra care. Personally i'll slow down to even a stop to make sure the cars give way before I go ahead. I've stopped at zebra crossings before when up to 3 cars passed without giving way. and have encountered crossing at walking speed where a car sped through at the second lane even while another stopped at the first lane. So cyclists, please be extra careful. Drivers don't look out.
6. It's hard enough to get a foldable on board during off peak. Not to mention weekends. So forget about full sized bikes.

1. Ban bikes on pedestrian path then. As I said on point 4 that bikes must only use bike lanes or keep left of the road when bike lanes are not available. Also 3 km/h walking speed is normal for senior citizens.
5. Sure crossing roads are quite dangerous, but it's the driver obligation to pay attention on the road and look out for any dangers ahead.
6. Why not? Many European countries already allow passengers to bring full sized bikes on board during off-peak hours. Even London Underground allows full sized bicycles outside of deep tube sections during off peak.
My mom , a regular PMA user, with 170lb and knee pain has to use PMA (which had the smallest form factor) everyday but she never speeds faster than a normal jogger speed. So, 5/6 km/hr is genuinely sufficient for those disabled persons. Still she has to be careful and keep aside as much as possible to avoid the top speed grab riders. So, in conclusion, if PMA speed are limited to 6km, I’m pretty sure those speeder will no longer use PMAs, which is a good move for regulation, and also, no back seat.
Speed and seats are things that people can easily misuse and should be removed.

I’ve not seen that many PMA’s in any other city except S’pore!! It’s mainly food delivery riders are the main culprits for riding too fast on pedestrian walks. I’ve had to jump aside to make way for the PMAs so as not to get run over 😬

I asked a police officer in my US city about laws regarding scooters and e bikes on sidewalks. He said the laws had not caught up with the technology and these dangerous vehicles were permitted to share sidewalks with pedestrians.

It’s hard to monitor and control on where PMA, PMD, E-bikes ride on. With limited ‘monitoring’, it be hard to tackle the issue. Pathways are build for pedestrians. Gov will need to widen it if need to accommodate PMAs. And to have a better PCN path connections for PMDs and e-bikes.
Rules without strict enforcement will not change anything!. Presently, those abled body on PMDs and PMAs already can speed away from the Enforcement Officers, creating a new set of safety issues on the other end, what makes the Committee so confident that new set of rules and structure will solve the problems? The best is severe punishment on those who speed, to act as deterrance for potential offenders. Just, come to Serangoon Central and Bartley Villas, many PMDs and PMAs are driving at high speed, esp. during evening time. In the morning, a few even use PMAs to send children to school. I am surprised that the school's Security staff actually allowed the illegal transport to enter the school. MOBOT should also not sell their mobility vehicle in the Shopping Mall. The best is to ban PMDs, PMAs and E-bike. They are subjecting the pedestrian to daily stress and saftety concern. For PMAs, it should only be sold by Medical shops in the Hospitals with strict legislation and medical certification. PMAs should never be used for delivery function also, because delivery people tend to speed in order to earn more, unless there is a lock to limit the speed to 6km/hr.
Hi im a grabfood delivery rider myself but im using bicycle .. From my opinion, im okay if the disabled people or those who have medical issue using a pma because i know some of them they really have medical problems.. But i dont agree to those who is healty and no medical problem and using PMA. And i hope by next year, the relevant authorities will do something about those healthy people out there using Pma.

If everyone can accept their food delivery to be slower, I think a Singapore without PMAs (for non-disabled) is possible.
That means these companies cannot punish deliverypersons and should provide ample delivery time for them to be paid.

I wonder does the food delivery platform had speed limit on their delivery. if yes, that will be good. Eg. distance from food to order 3km, takes 30mins. even if the rider ride an illegal PMA, the time will still be 30mins, buyer will only be prompt food arriving in 5-10mins. even rider ride fast, had to wait for the time. rider cannot communicate with buyer til the last 5-10mins. the platform should also check for their cert to allow their account to select PMA and restrict the speed of delivery.
You also have to consider, those who get these PMAs will almost completely stop any cardio, which will cause long term health issues, especially so for those who a.ready have some issues
As a foreigner who regularly visits SIN I am dumbfounded. Only 10% of the population own a car. Yet all pedestrian, cyclists, escooters etc. have to share a tiny sidewalk while cars drive on 6-lane stroads. Why?

We have a similar problem here in the Philippines. PMA/PMD seem to fall in the grey area in terms of regulation.

Thank you for covering this topic. We need to enforce stricter laws on the purchase of PMA and license for designated vendors who can import and selling PMA. Gave each PMA a license. Make use of speed camera, capture those speeding PMA. Not only that, enforce mandatory training session on PMA riding. Educate the riders.
Instead of seniors, most often I’ve seen it heavily misused by youngsters and a lot of Grab/Foodpanda delivery people. Come to CCK Central see how they use the PMA over the speed limit and drive recklessly.
The PMA nuisance is one of the many ills that sprouted from the disastrous implementation of the car lite fantasy under the 4G. I will remember it at the ballot box.

like it or not, the group of people abusing PMA usage typically comes from lower SES families who cannot afford cars or motorcycles. it's a low cost mode of transport that has unfortunately spiralled out of control and the present government is unlikely to clamp on hard on such errant riders because it represents a large majority of the votes.
I was knocked off my bicycle in void deck by an elderly on PMD. I suffered some cuts and bruises.
The elderly offered to pay for damages and injuries.
I'm a middle aged guy thus was worried that I may be caught on video for "bullying" the elderly.
I decided to just brush off the incident.
But as a cyclist who always ring my bell whenever I'm near pedestrians,
I was even shouted at by some pedestrians.
People should show more respect to cyclists who are mindful of safety.

Thank you for your concern. Due to frequent injuries from riding bicycle, I was pretty sure that those injuries due to PMA collision were superficial. Since the incident happened beside the ground floor lift landing, I was really fearful of being "Stomp" online since I didn't have any sever injuries.

Just on 23/11/24, my dad came home fully soaked despite he is using umbrella because a pma uncle just drove pass him at more than 6km/hour. The water splash up towards my dad shirt.
Just grateful my dad didn't fall or injured himself.
