How many bags of concrete per step?

Varies, based on how wide and deep the steps was. Average probably 6 bags (80lb) per large step.

That's very cool, but an explanation - preferably verbal - would be very helpful to know what's going on.

How long did you give each concrete step before removing the form and starting the next one?

Depends on the type of concrete used- but for the more standard bags of your basic 'quickrete' type, if done with release spray on the liner, the forms can be carefully stripped, and then set back up @ 24 hours later. You will want to be careful with setting weight (5-gallon buckets with water for example) on the top of the just made step though- the concrete is still very green and can be scratched if you drag something heavy across it, so take care to just set things down gently when setting up the form again. If you want faster turn around, then consider adding an accelerator to the concrete, such as this one: www.expressions-ltd.com/products/trinic-stage-ii-powder-hardener-accelerator-for-gfrc-and-concrete
