I even know that the Crossing Bell was came from Japan. For whose who said It was came from JNR D51-498, It didn't came from D51-498. It sounds like a 3 chime whistle. I can't confirm if it's JGR 8620 or other locomotives. From my opinion changed, I don't even know about this. I'm gonna get so many angry comments in below.

That toy train sound is also found on typical generic train sets and even a TTTE pop-up book
I had so many trains with this sound ngl..
Now this is puts the hood in the childhood

I remember when I was a kid I had some Chinese-made toy trains that had this particular sound. And I was entertained by that, since I was talking when I was 5 or 6 years old. Now, at 23 years old, more than liking this it bothers me. What's more, if I want to buy one of those trains I have to buy it without sound, since I'm realizing lately that the fact of having sound of this type at the level of railway modeling... For a child it might be funny, Yeah; But in my case, since I am already an adult, I no longer find it so funny: it is more a matter of acoustic annoyance than enjoyment.
NOTE: This is just my point of view through the eyes of an adult, not a child.
I had a trainset that used these sounds when i was little and this hit me with so much nostalgia.
That Toy Train Sound is Well Known in Mexico and because I have a train with that sound
but your are forgoting logic, this toys are maded in china, so that toys use sound effects of asian whistles.
