is there any particular measurements for the rectangles? which size piece are you using first, second, etc?

When I start felting, I measure 6-7 cm and 7-8 cm
The rectangle sizes eventually come out different and smaller than 7-8 cm. I place the smallest one in the middle of the rose and the largest one outside. You don't have to stick to exact dimensions. :)
