14 Now after John was arrested, Jesus came into Galilee, proclaiming the gospel of God, 15 and saying, “The time is fulfilled, and the kingdom of God is at hand;[a] repent and believe in the gospel.”

No it means change from whatever is your trusting and trust in Christ. Jesus was talking to people that trusted their own righteousness, repent and trust in me, that’s why sinners were saved.Accepting his gift gladly.
Romans 5
5 But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.

It means to turn from your unbelief and believe in the Gospel . When he saw Simon and Andrew. - Jesus did not tell them to Repent . The woman caught in adultery - Jesus did not tell her to Repent . Repent of your sins has been put there by man .
