Perhaps a terraforming effort involving massive imports of fertilisers and potentially even some desalination plants could be used to help, but that is expensive. Thankfully they'd probably be able to fund that with oil exports and cheap labour, considering hoi4 mods don't tend to be very peaceful and oil is almost always in high demand.
