Anyone with experience beyond 2nd grade knows that lawyers will take years to figure out who pays what. The government can pay for it all and take its shot at all of the culprits as the bridge is removed and rebuilt. In the meantime anyone with experience beyond 3rd grade knows people who cant travel to work cant pay their taxes
