I think you can do that i after effects and blender compositing. And if you are using blender octane you can find Realtime sprinkles or glitters in camera setting.
You will need to use a compositor for this effect. I have a tutorial series on Natron which is a free compositor but Blender has its own compositor as well. You will need to export out a high bit depth image to get the best effect.

Hey there! Not entirely sure. It could have something to do with the sample count as the animation is running, the light paths or the playback rate. I don’t use this engine often. You might want to send them a message on their site or through social media.
