4:03 I think the only exam they were offering was the first class exam, and in order to enter it you need to be at least a fifth-class mage already. So there was no way for frieren to take the exam or get certified there.. until that one guy saw the holy emblem and they allowed her to participate.
Ubel is the first mage that isn't a demon to be more of the evil alignment or at least more closer to it than any neutral character so far so it makes her interesting. She's casually hunting the bandits lurking around as sport just for the fun of it. She was aware of the group following her and baited them by pretending to be tired before Kraft stepped in to drive them away which saved their lives.
