- Property tycoon Truong My Lan has been sentenced to death in Vietnam's biggest ever financial fraud case.
Truong My Lan was one of 85 people on trial for embezzling $12.5 billion. The death sentence is seen as unusually severe. Lan's arrest last year was part of an anti-corruption drive that has engulfed the top levels of Vietnamese politics.

I live in Vietnam and I can confirm this. The more I research the laws for my job, the more of the risk violating it I feel. As the professor alluded to, virtually the whole system is corrupt and the laws are vague, so it's near impossible to do business in Vietnam without breaking the law.
This is correct having run a business there for several years I can attest to how vague the laws and regulations were. One year always before TET (Vietnamese new year), officials come round the businesses in all districts (we were in Q7 HCMC) and they look for things to fine you on. You can either pay the fine or pay the bribe. The bribe is always cheaper than the fine so obviously you pay the bribe, which once done will happen every year. Unless throughout the year you are giving gifts to the officials, then you won't have such problems before TET. One year we got fined for having English signs on our entry door placed above the Vietnamese signage. We were told all Vietnamese signs need to be above any signs of another language. It was a new one to us after not being told this for 5 years of our signs being like this. Similar with ever changing import duties based on what the customs feel like on the day. Hence I no longer run a business there and won't be anytime soon.
