You can't connect Alexa with mobile hotspot.
You can connect it only with WiFi

1. Aapko first time alexa app ke through iss echo dot ko setup karna padega.. uske baad nahi.
2. Echo dot ko decent wifi connection chahiye hota hain.. toh agar aap apne phone ke hotspot se echo dot ko connect kiya hain.. toh aap atleast phone ko echo dot ko 10m ki range mein rakhe.
