The roads are well built here despite having somewhat same landscape like mustang is because it was and still is one of the main road that connects Kathmandu with east-west highway. The tunnel you saw is another alternative road under construction to give road connectivity to KTM. So naturally, it is well built. And also you got lucky and came about 2 years late cause the construction of the highway (specially Narayangadh-Mugling portion) was such a pain in the ass for travellers because of delayed construction and geological adversities.
I have ride on that road 100s of time and it gives me thrill everytime ALSO best day to visit janakpur is tomorrow evening and morning of day after tomorrow because there's chhat festival, biggest festival for that region, get the vibe of festival and blessings from the god SUN ☀️. Ride hard and ride safe. Lots of love ❤️
The crops are not burnt. It is paddy(rice) and ripe enough to be harvested, so it looks pale.Yeah, that road is well maintained and views were amazing.Hope, other roads will improve too.

But to enter Foreigner requires a Protected Area Permit (PAP) which will cost around $50 US fee for Protected/Restricted Area Permits for all nationalities. Even domestic tourists (Indian) coming to Arunachal Pradesh has to obtain an Inner Line Permit (ILP) .
