Driver error or confusing signage. Brereton, Rugeley.

Despite the road closure signs, some people were still driving past and heading the wrong way down the dual-carriageway.
The diversion coming out of Leahall Lane is clearly signposted. Driving towards the roadworks, there are no diversion signs.
Not an excuse, but a diversion sign would have prevented most of these issues.
The sign used is a keep right sign, so maybe we should be blaming the council / road workers.
I've since learned that cars are allowed to drive through the cones to get to their homes along the road closure. So these aren't doing anything wrong.
