The vapor from solid para-dichlorobenzene is five times heavier than air. It is much better to place the dose on top of the stack (or your shipping container) to allow the vapor to sink through the frames rather than placing the dose at the bottom and stacking more boxes on top of that with the expectation of the vapors rising.
Xentari BT mixed with water is probably the spray treatment you were referring to. i am trying it this year and will also try the toilet bowl hangers as well. The small brown hive beetles have been really bad this year.

Certan is the product you spray on. It’s great! No smell at all. No airing out needed. Safe for the bees.
