Phil Davis was definitely one of the Go to "sneering villain" actors for the BBC in the 2000s -2010's he also played literal Satan in Being Human.
Incidentally, his character in this episode's full name is Lucius Petrus Dextrus which loosely translates from Latin as "Lucius has a Stone Right Arm"

My pickfor a one-off actor to return as the Doctor has gotta be Olivia Colman - I rememeber watching Broadchurch for the first time after Jodie was announced and only making it through the first few episodes before deciding I wanted Colman as the Doctor instead.
Rumor is she was offered and said No.

In Day Of The Doctor there were zygons looking like Osgood and Kate. The two Kates didn't know who was the Zygon. The Two Osgoods worked it out due to one needing an inhaler but kept quiet. That got abandoned for the rest of the episode for the Doctor and his past selves to save Gallifrey. In Death in Heaven there is only 1 Osgood seen and is killed by Missy. During the Zygon Invasion and Zygon Inverson there are video clips of human and Zygon Osgoods protecting a box to keep the peace for zygons to live on earth. Osgood shows up claiming to be a hybrid. a Zygon leading a splinter group looks like Clara. After arguments over whether The Zygon or Kate are going to press a button to begin a war or save it, The Zygon then looks like Osgood.
Talking about Tom Ellis, he was Lucifer, but was also in Doctor who! He was Martha's companion during the year of the Toclofane invasion while Martha was spreading the word of the Doctor, so he could be a potential, especially if he could add a little of the Lucifer charisma to the role. I think that could be pretty awesome 👍👍
