    STORYLINE:
The Palestinian permanent representative at the Arab League in Cairo said on Thursday that Arab states are planning to take measures to "freeze Israel’s participation" at the U.N. General Assembly.
"Today, the Arab League council has assigned the Arab group in New York with starting these procedures to freeze Israel’s participation in the General Assembly," Muhannad al-Aklouk said.
He said Israel "threatens international peace and security," adding that it "doesn’t commit" to the U.N. Charter.
The remarks come as the nine-month Israel-Hamas war continues.
The Health Ministry in Hamas-run Gaza said Thursday that the Palestinian death toll from nearly nine months of war has surged past 38,000.
The ministry said that in the last 24 hours, the bodies of 58 people had been brought to hospitals, bringing the overall death toll to 38,011.
It said more than 87,000 people have been wounded in the fighting.
Palestinian representative al-Aklouk said the war has left widespread damage in the Gaza Strip, impacting schools, hospitals and the enclave's infrastructure.
The war began when Hamas-led militants launched a surprise attack on Oct. 7 into southern Israel, attacking multiple army bases and farming communities and killing around 1,200 people, mostly civilians.
They abducted another 250 people. more than 100 of whom were released during a weeklong cease-fire in November.
Militants are still holding around 80 hostages and the remains of 40 others.
Last May, the chief prosecutor of the world’s top war crimes court sought arrest warrants for leaders of Israel and Hamas, including Israeli Prime Minister Benjamin Netanyahu, over actions taken during the war in Gaza.
