I would try to, somehow, add some solder maybe by scratching the surface a bit prior to heat it up and add some of it. I'm not even sure that this procedure will not effect the sound of the instrument. I have my doubt that this could work but it''s worth a try. If I came up with something better I'll keep you posted.
So the pitch was low, and removing the metal produced a higher sound.
What to do if it is the opposite problem and the note sounds too high?

This is cool. The question i have is, " Do glockenspiels go out of tune over time?"
Not that I know but this one was always like that. I think it was badly tuned in the factory.

Were you rasping a long edge of the bar, or a short one please?
I was rasping only one long side but I don't know if that's correct. I would try to rasp a bit from all sides to be safe.
