could you please explain what a shrinking disc is accomplishing?

Its a method of heat shrinking steel during bodywork, theres multiple methods to achieve this but essentially the friction of the smooth steel disk heats the panel up for this to happen.

That's half right. Heating it up causes the metal to expand. Quenching with water is what causes the shrinkage

The disk only heats the high spots so the water shrinks those and doesn't effect the low areas.
