I think it can go either way. If you go based entirely on the provided D&D stat block it leans Thief. If you go entirely based on the movie then Scoundrel would work.
@@TabletopWorms, There aren't that many "sub-classes" for Rogues in 5e so the people who made the Stat Block did the best they could... even though they were the people making/marketing the movie and not the 5e design team. I'm wondering if there is a "Charisma" based Sub-class. If not, they might have just picked the "default" thief idea and didn't bother thinking about how their Pathfinder 2e movie actually fits with their D&D brand's current rules. *shrugs*
