I always enjoy watching African cultural dances it's lots of energy.
This isn't actually an African Cultural Dance. It's the equivalent of the woah, nae nae, and juju on that beat in North America.
Hope Rocky African Cultural dance? Yes.
African Traditional dance? No.
Here in Africa, Nigeria to be precise, this here is the way of life. I think that encompasses the meaning of cultural.
I’m sure you are thinking of it as traditional, in which case you are right. However, even the traditional dances has the even more energetic style.

But this particular dance I would not say classifies as a ' cultural dance .' This is more something that would be done for fun. When the trend dies so will the dance.

Culture is people’s way of life. Traditions are established ways of lives of people.
It is very cultural of Africans to be spontaneous and trendy. Africans are like Air. They are never in one form for long, in which case, if they hold a certain cultural practice for too long, it becomes a tradition. Which is to say that the dances in the video may not be traditional but cultural. In as much as the dances shown here may not be in vogue in the next 5 years, other styles that will come in place will be similar in style.
So Long as Africans are Spontaneous and Trendy, their dances will also take that form. So these dances are very cultural of Africans, the Traditional dances, which are the ones you are most likely referring to have some pre-established styles and movements that are unique.
