Side Note: Cinder Block, They haven't been manufactured since 1947 after WWII. What you are referring to is a Concrete Masonry Block. Cinder Block was made from Concrete and Coal Cinder. Concrete Block is made of Steel, Wood and Cement. Also known as Breeze Block in Europe. Although Cinder Block is Slang for Concrete Block it is incorrect. Test will be next week and this will be on your Final.

It probably wouldn't hurt to, that should make it be more stable & secure.
But if you had to move them, it will be very heavy to do so.
Any adhesive to compatible with concrete or masonry should work good. An exterior caulk might even work & be easier to take apart later if you had to
