Swiss force tree has the ability to annex Austria since Austria form Austria Hungary… not hungry Swiss is forming the alpine confederation… it auto annexes Austria and Austria cant refuse if I recall
I would always play Albania in rt56rp, so based to annex Egypt from UK player and form a Balkan empire

Switzerland has a focus that let's them annex Austria for free (Austrian AI accepts most of the time).

it doesn't give you forts in the port because you're supposed to let the italians capture it
then you surround it and keep killing Italian divisions there
they will keep funneling in new troops until they run out entirely and at that point you won
