I think it depends on where you are (country/culture/laws) and the context (church, nude beach, strip club, public park). In an area/context where females are allowed to be topless, then a trans woman going topless wouldn't be a big deal and it probably wouldn't be an issue for a trans man to show his nipples either (if that's what they felt comfortable doing). In the U.S. many people get weirded out by seeing a woman breastfeeding in public, so probably anything related to women + their nipples is going to be a problem in the U.S., unfortunately.
