That's no bluff. 55 or 66 will be a favorite to pretty much anything but an overpair. Pushing all-in with it is a perfectly viable strategy. Calling all-in with it could be a little iffy depending on who raises, position, number of callers, relative stack sizes, etc.
He was talking about moving in with a hand like A2 which would easily be dominated if anyone else has an ace. A mid-pair like 55 or 66 would only be dominated by an overpair so it's worth a shove.
Phil is almost correct... sometimes the super-loose aggro early on playing works and KEEPS working in the middle stages, if the table is full of tight medium stacks, who don't want to risk raising in case you FINALLY do have a decent hand. But small stacks, or looser players, will often re-pop and the maniacs will back down... until next hand :)

Not when you're short-stacked. Unless you're holding a monster hand (which Phil would probably slow-play because of his post-flop skills), having 15bb or less makes winning 1.5bb a perfectly good win even when no one calls the raise.
really? he seems like a tight player as multiple times he states he minimizes his all in situations, usually tight players gets eaten by blinds. thus he likely is short stacked a lot. and since has has so much success over his life time. i'm sure he knows a thing or two.

I am not exaggerating here. Lastly his televised shortstack play is undoubtedly terrible.
