I don't think it had something with souls or power of meteora. What i wanna say is, that's a battle spell meant to destroy enemies. But lets make a step back and rethink how unique magic works. It is all built on the imagination, star is bad with family magic but have no troubles with self made spells, because they are based on her own imagination and reflect her mindset. When marco have the wand he can't just use same spells as star, they all are weak and look unfinished in his hands, but in the moment he starts just imagine new spells, everything works fine. All spells are founded on someone's imagination and you need to clearly imagine results. What could imagine eclipsa in moment of killing her own daughter for the greatest good? She wouldn't hate her or want to kill, like battle spell was meant to, but instead she thought about these few happy memories of her child being innocent and cute. See? Conflict of logic, spell that meant to erase the enemy had obtain the image of recreated baby.
