It's called "Shoot the Moon". I had a much older model very similar to this in my room as a kid. You can sometimes find a huge version of this in arcades as a whole cabinet unit under glass. Pays out pretty good if you played with one all the time growing up 😉

You have to build up speed in the first 1/3 then press the ball hard when it falls to slightly less than half way between the rods. (Had this game from my grandparents for 50 years)
I think I see the solution. Both bars are separate. You need to get it past the 500, but before that, always aim to one side. After 500, let it fall and gain speed, and it should go along the side because the middleis blocked. Then just open the middle and nudge the ball in.
