This is a young Kongar-ool Ondar, probably on his first tour abroad. He accompanies himself on chanzy.
The end roll of the film reads 4 8 1990, so it's 1990, probably the 4th of August (not April 8th).
The square and the houses around it looks like it could be some Scandinavian town. But the town is eventually identified as Jelenia Góra, southwestern Poland.
