This is COBO(Corporate owned Business Only) enrollment and device becomes Fully managed! It is not Corporate owned device with work profile(COPE - Corporate owned Personally enabled)!

Device needs to be factory reset and code has to be used during boot up for enrolment using corporate owned with work profile (formerly known as COPE).

true, when you want to enroll corp owned devices, you need to do a factory reset

you need to exit in the browser and open the intune app then continue to register your device.
