Guarantees of origin should be rebranded to avoid confusion. It's merely a claim that the purchaser of the guarantee has paid a part of someone's electricity bill. The branding should reflect that. In a world, where there are limitations in transmission on electricity, it matters that the electricity is consumed locally. No one can get over that with selling a guarantee.
