For entering USA if you are not a Canadian citizen then you need a Visa because PR holders are still citizens of other countries. While entering CANADA PR card is sufficient.

Yes you can do that, if you enter US from land crossing, you can fly wherever you want without Covid tests

Is it valid for PR holders of Canada. Can they travel without applying for visa?
