I don't know much about the actual time/date this was recorded, but I can make a few guesses based on observations. The video was posted in September, and I spotted several sweaters and some clouds, leading me to believe that it was filmed in autumn. The super-low crowd density probably means this was just after Toontown opening (which is one hour later than the rest of Disneyland) and in the off-season (possibly just after all the kids went back to school, so considerably fewer SoCal locals.)
In my experience, Toontown becomes crowded in a hurry, even in the off-season. Also keep in mind that Toontown closes early, so if the rides of Toontown are on your To-Do list, I'd be sure to get to them as early after opening as possible.

PSPSMITH202 (I know this comment was posted 10 months ago) California whether is so unpredictable it can be 90 degrees one day and than the next can be 58 degrees and the whether does not fit with the season it could be 87 degrees in winter while we have rainy 50 degrees days in summer
