There was the story of how nasa spent millions of dollars developing a "special" pen that would work in space for use buy NASA cosmonauts. The Russian space agency just bought some lead pencils which worked just as well and where bought for a few rubles. This is just an example of how it's no wonder the US military budget is so big. Of course there's a good reason for such wild spending. Many stand to gain from it. And then they say there's corruption in the Russian military while not seeing the institutionalized corruption there is in the US
US military budget needs to account for all the corruption, waste, greedy defence contractors, irrelevant studies, irrelevant bureaucratic pencil-pushing jobs held by people with degrees in political science, business administration, humanities, history... with ZERO understanding of military matters.

The translation is pretty bad here. It keeps on translating "planned flight" when the correct translation should be "gilding".
Plani-rui-shee = gliding. Lots of bad translations in this video so keep that in mind.
Most impressive about all this is that Russia can mass produce these at a MUCH cheaper cost even the American JDAMs... And I mean just the upgrade package - sans the bomb itself! Because Russia has a much more vertically integrated military production style with tight cost control from start to finish. Generally, if a cost overrun occurs - the project manager is going to get fired in the best case and jailed in the worst case.
Most likely overruns results in someone getting a new yacht...
