Also, a spire is a bit more of an intentional community, so it's kinda got commune vibes too I think? It's not just because the people happen to be there - I think!
We can't seem to find any sort of breakdown of population, but yes there are Orcs there, who have now joined the League!
I thought the terms for capturing Mathilda Fishers banner at E4 were that she be handed over?
