Is the final measurements of the bag 16x22 or 15x20.5

Mam, it is not clear as to why the interfacing size is 16"x22" whereas top part of outer is 15"x3.25". I tried making this bag but there is a difference of 1" while joining both the pieces. Can u clarify?

I don’t understand the bottom part of the template, do you trim the piece the second time so it measures 15x20 instead of 16 x22
