Germany (1974 qualified as hosts, 1978 qualified as defending champions), Argentina (1978 qualified as hosts, 1982 qualified as defending champions) and Italy (1986 qualified as defending champions, 1990 qualified as hosts). However, France performed so badly that it made FIFA think "maybe, we shouldn't reward a team for what they've done 4 years prior". It might have been a good call: imagine the backlash if Italy in 2010, Spain in 2014 and Germany in 2018 not only were awful, but already had an automatic spot as defending champions.
