They might not have enough amps for a lawn mower. They tend to be more geared for capacity instead of instant power. Laptop batteries might be a better choice. In my country you can find them quite cheap at second hand markets.

$1/18650 is a good deal for the battery alone
It actually is, considering the cells could be reused in solar lights and were not as bad as I expected.
